The Account Book of Chicken Receipt and Expenditure(雞出入簿) is a book that summarizes the status of export, import, and purchase of chickens made in Xuanquanzhi(懸泉置) in the 4th year of Yuankang(元康)(62 B.C.). A total of 88 chickens were brought into the Xuanquanzhi during the year, consisting of 57 chickens provided by senior government and 31 chickens purchased directly. In the book, only 19 out of 88 chickens were taken out, all of which were officials and their attendants on official business trips.
It is unclear how 69, or 80%, of the total consumption of 88 chickens recorded on the book were consumed. From the end of the Qin Empire to the beginning of Han Empire, there were clear rules for providing meals to officials and their attendants on business trips, but meat was not provided. These were messengers(使者) and their servants(從者) sent by the ministers of the central government below the emperor, and they were provided with a meal comparable to their representatives. And these chickens may also have been provided to large Han and foreign envoys. There are other possibilities that this chicken could be consumed inside Xuanquanzhi, and there are sacrifices and royal bounties. Only a small number of animals would have been offered at the sacrifices, and royal bounties were for the people, excluding the officials of Xuanquanzhi.
The book tells the reality that the necessary livestock could be supplied by the government and the private sector according to the regulations and demand in the westernmost part of the northwestern frontier of the Han Empire.
