Naepo new town in Chungnam is a city built with a purpose for a balanced development across regions by providing better residential conditions to relatively less developed regions. Unlike the new towns in Gyunggi as a satellite city aiming to mitigate congestion in Seoul by absorbing some portions of population from Seoul, it is likely that indigenous residents in Naepo or its neighboring areas would experience greater improvement in quality of life than migrants who came from moderately developed areas. This study analyzes whether this phenomenon actually occurs through a survey and statistical analyses. According to the empirical results, the satisfaction of life of indigenous people who have lived before appears to be statistically significantly higher than that of residents who have moved to this area during the recent period, that is, the period of the creation of Naepo new town. Especially, people with a longer period of residence show higher satisfaction. Even with the same improvement in residential environments, people would feel differently in satisfaction. The results of this paper implicate that public investment focused on less developed areas could be justified in an efficiency issue, let alone in an equity issue, because indigenous people obtain a relatively larger increase in quality of life.
