The aim of the essay is to study the difficulties of Chinese regional development, and analyze the characteristics of the government"s policies in the issue of regional balanced development, in order to provide more corrective direction for policy development in the future. In the late 1980s, the government modified partly on the Socialist Planned Economy adopting a mixture economical model of both inplanned and market aspects. In the probational process, the mixed measure has caused expansion of gap of some economic entities and damage of economic activities to some extent, which break the balance of benefit between the country and the individual. Further more, as a result of the inertia of the Planned Economy in the past, lower-class members in society have shown a tendency tohighly dependent on the government, while entrepreneurs, who are familiar with market principles, have shown the attitude of elimination of limitations by the governors.
The essay uses the literature research and comparative methodology. It focuses on the implementation of Regional Balanced Development Policy on the vertical aspectas well as China nation wide on the horizontal aspect, which researches on the development and transformations of the policies from 1949 through to nowadays. The research will also study the polices of regional balanced development in major nations such as the United States, Germany, Japan and South Korea etc., which have advocated the model of capitalist market economy and actively practiced industrialization for many years. This essay will regard them as precedents of Chinese regional development polices.
