A new change has occurred in the movement of the population in Chinese society since the policy of New-type Urbanization and the deepening reform of Household Registration System in 2014. As a result, the floating population has shifted to a decreasing trend, and the number of urban-to-urban floating population’s wishing to live for a long time has increased. In particular, as the hierarchy between rural and urban areas has been replaced by a hierarchy between small and medium-sized cities and large cities, attention to the urban-to-urban floating population is needed. As an example, this paper noted the shape of Beijing floater in the drama “Women in Beijing” broadcasting on the internet in 2018. As a outsider from the city, the main character Chen Ke dreamed of settling in Beijing, seeking a sense of psychological security and attribution. As a result, Chen Ke struggled to become a consumer, followed by a citizen, but was not convinced that he had become a real Beijing Citizen. And with everything lost, Chen Ke discovered the infinite possibilities of Beijing and the people he met there, and grew into an innovator by trying to start a business. This change of Beijing floater’s shape in popular drama is closely related to the development strategy of Beijing and Jingjinji City Group, the center of science and technology innovation, one of China’s new growth engines after the global financial crisis. At the same time, strict population control and the implementation of residential certificate systems in the super-city also support this change systematically.
