This article focuses on the relationship of psychoanalysis to social welfare and on its potential contribution to welfare policy, to understanding social issues, and to democratic culture. It argues that psychoanalysis should be firmly established in all fields of social welfare in South Korea so that its distinctive contribution to facilitating the development of welfare policy can be maximized. It notes that the rigorously reflexive nature of psychoanalysis may bring it into social conflict with some partisan positions taken by political groups from which its populist supporters are drawn. It is also difficult for its interpersonal orientation to be adapted to a cultural frame. Nonetheless, it has a unique contribution to make to changing our understanding of the relation between self-reflexive reason and populist drive in facilitating the development of welfare policy, a key issue for social change in contemporary South Korea.
