This study focused on farmers, retail stores, and consumers, the three main players of local food. The purpose of this study was to compare how the three main players perceive the local food certification system and how they conceive initiatives to promote local food. Consumers demand a higher level of standard than general food certification label standard. However, farmers thought the general food certification label standard was an acceptable level to guarantee locally produced food. Thus, measures are needed to improve farmers’ awareness of consumers’ expectations as to the quality of local food. Additionally, it is necessary to expand the supply chain to increase the accessibility of local food to consumers. Finally, these initiatives should be led by the local governments. This is because a council of farmers, consumers, distribution, and the government can be operated based on the regulations established by the local governments.
