In Jeonron(<田論>, 1798), Jeong Yak-yong clarified Land-to-the-Tiller Principle(農者得田) established upon nine consecutive jobs as the goal of his Statecraft, and also proposed Yeojeon-jei(閭田制) as the method of Land reform. However, at that time he could not come up with the model based on Old Law(古法) to capture his purpose, and such limits have also been revealed in Yeojeon-jei.
He sought Old Law to capture his reformative goals during exile period. During the process, he started writing 『Bangryechobon』, and after writing it he revealed the book’s points on 〈Bangryechobonin〉. In particular, 〈Bangryechobonin〉"s 15 articles of ‘Not to Change(不可易)’ indicates that 『Bangryechobon』was the first book of Tasan to capture his Land-to-the-Tiller Principle established upon nine consecutive jobs under the scale of the national system. Also at the same time it revealed that he was not understanding the Old Law about Gongjeon(公田)"s universality and Nine-Bu(9賦)"s system.
Since writing 〈Bangryechobonin〉, his views have changed under various points, at the center of which was to explain Gongjeon"s universality. Gongjeon is a key system that supports Land-to-the-Tiller Principle established upon nine consecutive jobs, and Tasan explained Gongjeon"s universality first by One-way Samdaegingjeonron(一元的三代公田論) and again by Two-way Samdaegingjeonron(二元的三代公田論). He also closely united the overall Old-Law of the national system with Gongjeon as the backbone, and proposed reform measures modeled on this. 『Kyungseyupyo(經世遺表)』「Jigwansujei(地官修制)」 elaborates the Tasan’s changed opinions of Statecraft from 〈Bangryechobonin〉. In addition, 『Kyungseyupyo』(manuscript version possessed by Kim Young-ho) shows the writing process of 『Kyungseyupyo』starting from 『Bangryechobon』in bibliography.
In view of this trend, 〈Bangryechobonin〉is a milestone which shows that 『Bangryechobon』was the first book which described the method of Statecraft at the national system level, but that did not closely relate Land-to-the-Tiller Principle established upon nine consecutive jobs to the overall national system.

다산은 사환기의 〈전론〉에서 전업에 기초한 ‘농자득전’을 경세의 목표로 천명했고, 그 방안으로서 여전론을 제시했다. 하지만 당시의 다산은 자신의 경세 지향을 담아낼 고법적 모델을 마련하지 못했다. 그리고 이같은 다산의 경학적, 경세적 한계는 여전론에도 드러났다.
다산은 유배기를 통해 자신의 경세 지향을 담아낼 고법적 모델을 궁구했다. 그 과정 중에 다산은 방례초본(邦禮艸本)의 저술에 착수했고, 저술이 일단락 된 후에 그 요체를 〈방례초본인(邦禮艸本引)〉을 통해 밝혔다. 특히 〈방례초본인〉의 ‘불가역(不可易)’ 15개조는 『방례초본』이 공전을 매개로 하여 ‘농자득전’과 ‘9직의 전업’의 지향을 국가체제의 규모 하에서 담아낸 최초의 경세안임을 전한다. 또한 동시에 다산이 공전의 삼대적 보편성과 9부의 체계를 고법하에서 해명하지는 못하고 있었음을 드러내고 있다.
〈방례초본인〉의 저술 이후 다산의 고법 이해는 다양한 논점 하에서 변화되었는데, 그 중심에는 공전의 삼대적 보편성에 대한 해명이 자리고하고 있었다. 공전은 ‘농자득전’과 ‘9직의 전업’을 지지하는 핵심적인 제도로서, 다산은 이를 ‘일원적 삼대공전론’을 거쳐 ‘이원적 삼대공전론’으로 논정했다. 또한 이를 중추로 하여 국가체제 전반을 고법 하에서 긴밀히 결속시키고, 고법을 모델로 한 경세안으로 펼쳐냈다. 그리고 『경세유표』「지관수제」에는 〈방례초본인〉으로부터 변화된 경세론이 치밀하게 논정되어 있다. 아울러 『경세유표』 (김영호본)에는 『방례초본』에서 출발하여 『경세유표』로 이르는 경세론의 변화과정이 서지적으로 확인된다.
이와 같은 추이 하에서 본다면, 〈방례초본인〉은 방례초본의 위치가 고법과 경세안을 국가체제의 차원에서 최초로 제시했던, 그러나 아직은 고법과 경세안 모두에 있어 ‘9직의 전업’과 ‘농자득전’의 원리를 국가체제 전반과 긴밀히 결부시키지 못한 지점에 있었음을 보여주는 학술적 이정표라고 할 수 있다.
