In Jeonron(<田論>, 1798), Jeong Yak-yong clarified Land-to-the-Tiller Principle(農者得田) established upon nine consecutive jobs as the goal of his Statecraft, and also proposed Yeojeon-jei(閭田制) as the method of Land reform. However, at that time he could not come up with the model based on Old Law(古法) to capture his purpose, and such limits have also been revealed in Yeojeon-jei.
He sought Old Law to capture his reformative goals during exile period. During the process, he started writing 『Bangryechobon』, and after writing it he revealed the book’s points on 〈Bangryechobonin〉. In particular, 〈Bangryechobonin〉"s 15 articles of ‘Not to Change(不可易)’ indicates that 『Bangryechobon』was the first book of Tasan to capture his Land-to-the-Tiller Principle established upon nine consecutive jobs under the scale of the national system. Also at the same time it revealed that he was not understanding the Old Law about Gongjeon(公田)"s universality and Nine-Bu(9賦)"s system.
Since writing 〈Bangryechobonin〉, his views have changed under various points, at the center of which was to explain Gongjeon"s universality. Gongjeon is a key system that supports Land-to-the-Tiller Principle established upon nine consecutive jobs, and Tasan explained Gongjeon"s universality first by One-way Samdaegingjeonron(一元的三代公田論) and again by Two-way Samdaegingjeonron(二元的三代公田論). He also closely united the overall Old-Law of the national system with Gongjeon as the backbone, and proposed reform measures modeled on this. 『Kyungseyupyo(經世遺表)』「Jigwansujei(地官修制)」 elaborates the Tasan’s changed opinions of Statecraft from 〈Bangryechobonin〉. In addition, 『Kyungseyupyo』(manuscript version possessed by Kim Young-ho) shows the writing process of 『Kyungseyupyo』starting from 『Bangryechobon』in bibliography.
In view of this trend, 〈Bangryechobonin〉is a milestone which shows that 『Bangryechobon』was the first book which described the method of Statecraft at the national system level, but that did not closely relate Land-to-the-Tiller Principle established upon nine consecutive jobs to the overall national system.
