This article presents the direction and task of cultural exchange in the new era of inter-Korean relations. The two Koreas entered into a new relationship with the “Panmunjeom Agreement” in 2018. The Panmunjom Agreement is aimed at peace and denuclearization in the Korean Peninsula based on an agreement between the two Koreas. Depending on the progress of denuclearization, inter-Korean exchanges in social and cultural sectors will also proceed in a completely new situation.
The South-North Joint Liaison Office will play an important role. The government is expected to carry out long-term cooperation projects with stability. Nevertheless, social and cultural exchanges are difficult to solve at the government level. For more efficient exchanges and cooperation, it is necessary to establish governance that the public can cooperate with. What is needed for this is to “build a basic plan”, “customize strategy” , “bring about institutionalization between the two Koreas”, “instruct the system”, “build infrastructure” and “create a consensus”.
