The ordinance, which began to be discussed after 2007, was enacted around areas where progressive superintendent in provincial educational administration were elected in the 2010 the nationwide local election. As a result, four municipal governments, beginning with Gyeonggi Province in 2010, Gwangju Metropolitan City, Seoul Metropolitan Government and Jeollabuk-do, have enacted and enforced the ordinance so far. However, several local governments have attempted to establish the ordinance since 2013, but none have succeeded. In particular, in South Gyeongsang Province, the movement to enact the ordinance for students' human rights that began in 2008 has overcome two setbacks and is now in the final stages. Unlike other local governments, the movement to enact the ordinance has a 10-year history. Also, the characteristic of the Ordinance Enactment Movement for the Students' Human Rights in South Gyeongsang Province is that not only did the seeds of the movement come from citizens, who were the mainstay of the education movement, but they have not been frustrated by the barren land and the biting winds. Therefore, the article will record the history of despair and hope in the campaign to enact the ordinance on the human rights of Kyeongnam students, which has not been well known so far, and compare and review the current legislation of the ordinance on the human rights of students from four local governments.
