Vietnam has made great success in making transition its communism system into socialist market system without losing Communist Party’s regime, with foreign direct investment. To make a success of the transition, North Korea shall guarantee the stable and safe foreign investment. This shall be a condition precedent for every foreign investments on North Korea. Therefore North Korea shall undertake a neutral and independent judicial system after considering Vietnam’s judicial system reform. Vietnam government has taken judicial system reform by revising constitution which describes judicial power shall be vested to People’s court. Vietnam government has also reformed the structures and organizations of the People’ court, changed judge appointing system, opened adjudications and orders, and adopted the assistance from judicially advanced countries including South Korea. By disclosing its intensive intention on judicial system reform and actual initiatives, North Korea can attract the constant and stable foreign investments, which can guarantee North Korea would make soft landing in the transition from communism system into socialist market system. South Korean government shall assist and support North Korean judicial system reform using Inter Korean Cooperation Fund. To make legislative support for this initiative, National Assembly shall consider amending ‘Development of Inter-Korean Relations Act’.
