The purpose of this study is to investigate operation methods that can eventually reduce the financial burden and increase operational efficiency of rental private business facilities (BTL: Build Transfer Lease) which is a difficult business to raise operation expenses with facility income out of Public Private Partnership facilities in the culture and tourism sector.
In the case of existing leased private investment facilities, there are problems regarding financial burdens as the dual structure requires facility operating expenses to be paid as part of government payments, and content operating expenses are asked to be drawn up separately. In order to improve these problems, a profitable private investment business (BTO:Build Transfer Operate) which covers all operating expenses with operating income, was utilized to propose a management plan that mixes BTL and BTO to reduce the financial burden of operating expenses and increase efficiency.
In order to verify the financial improvement effect of the BTL and BTO mixed operation methods, three different ways including one that doesn"t involve revenue, one that does involve revenue, and one that mixes both were implemented. The amount of financial support and operational expenses for 20 years were calculated and further analyzed. The analysis results showed that the financial support and operational expenses were greater in the order of the mixed method, one that includes revenue method, and one that doesn"t involve revenue.
The decrease in the total operational expenses, which also eventually led to reduction in financial support, proving that the BTL and BTO mixed type operation method had the greatest effect in financial improvement compare to the existing BTL management system.
