It is known that livelihood improvement of ethnic minorities in the northern part of Vietnam has not brought much significant performance yet even though the state rural development program supported by NRD policy in Vietnam has supported this particular region. In further, A doubt has emerged whether the New Rural Development(NRD) policy under Vietnam's socio-economic development strategy(2011~2020) targeting sustainable development and human resources development fulfill properly or not. Meanwhile, the Lao Cai happiness program(LCHP) was designed based on the spirit of Korean new village movement(Saemaul Undong) funded by KOICA and the LCHP made an program action plan which reflected livelihood characteristics of 8 ethnic minority’s villages and their voices and provided various training during the program period to villagers and communal officers who are at the center of the action plan’s implementation. The study performed theoretical review on livelihood improvement and also empirical case study on Vietnam and Korea and found out their differences between two countries. Based on these review the paper tried to find how much the offered training influenced their mindset change and livelihood assets’ improvement. The study found that various training offered by the LCHP brought significant influence to their mindset change and livelihood assets improvement and the paper shows that NRD policy is recommended to reinforce various training to improve villagers’ capabilities and mindset change for better NRD performance while Vietnam government decrease simple subsidy support to villagers in the rural area.
