This study explores the patterns of the Seoul citizens’ perceptions about the four major river project. In particular, using the Q-methodology, this study analyzed the Seoul citizens’ perceptions about the project, mainly focused on the environmental and economic aspects. The results show two types of patterns: the first pattern was characterized by ‘slightly hopeful critic’ which perceive the project is/will damage the environment in general and is/will waste the government’s budget. However, they tend to believe the government’s environmental policy is still working. The second pattern was characterized by ‘harshly hopeful critic’ which perceive the project is/will damage the environment and will be difficult to recover. Also they tend to think the project is/will waste the government’s budget. In general, the both types have negative opinions about the four major river project, but specific ideas of each descriptions are distinctive and unique.
