Supply of agricultural credit has been monopolized by the agricultural cooperative banking sector. This has a two-tiered federal system with multi-purpose functions in Korea. In the early stages of development, a rapid growth of savings mobilization by the agricultural cooperatives has been taken place which was an important factor for supplying more credit to farmers and contributed for satisfactory introduction of technical change. However under the changing environment of the WTO system of 1995 and the foreign exchange crisis of 1997, Korean agriculture is forced to open its market to improve its competitiveness, including rural financial market. The agricultural cooperatives are urged to strengthen the cooperative financing system, improve its management efficiency and enhance the capital market flexibility for further development.
