The purpose of this study was to prepare criteria to figure out the level of technology and skill when utilizing North Korea's human resource in the dimensions of South and North Korea Economic Co-operations and develop the reference materials of career guidance and consultation in relation to North Korea defectors' vocational education and training and job selection in South Korea. Comparison of qualification system and level between South and North Korea was main tool to make reference platforms applied to the recognition of North Korea's qualification acquired in North Korea as South Korea's qualification. Also it was tried to link both countries' qualification that South Korea's qualification system put parallel with North Korea's qualification system referencing with both countries' school system.This study has limitations to present the correct information on North Korea's qualification system because information using in this study originated from the interview with North Korea's defectors who were regarded to have North Korea's qualification and the shortage of information was inhabitedThe results of this study showed that North Korea's qualification could be recognized as South Korea's qualification if conditions of academic achievement and practical experience were considered, although there are differences of qualification system, industrial technology level and economic system.
