A management system of North Korean information has changed according to South and North Korean relations. When the relations underwent confrontation and conflict period, North Korean information was strictly supervised as “disturbing materials” around documentary materials, and all approach to the materials was restricted. The management of North Korean information had been run according to the National Security Law before the 1970s.
But With advance of South and North Korean relations, since 2000, the approach and use of the North Korean materials has been allowed in large to thepublic. South Korean government has been made efforts to meet a people’s right to know North Korea’s reality and help understand North Korea.
A committee constituted by Ministry of Unification and other experts review the information’s contents, quality and etc, and decide whether or not open to the public.
As North Korean information management is running according to stipulation centering of control, i.e., “special materials” stipulation based on materials’ producing district, it does not reflect enough the changed South and North Korean relations. There is no comprehensive management regulation and specialized governing body. In the case of Information Center on North Korea, it is unavailable on not only Saturday and Sunday, but also weekdays’evening. Qualification of the person in charge of North Korean materials management also does not been clarified.
In order to improve these problems, it should departmentalize criteria for opening to the public of North Korean information, consider users’ convenience including enlargement of available time of Information Center on North Korea, furnish various North Korean materials, and construct and provide comprehensive information system in the short run.
In the long run, it should establish “general information center” to collect and manage North Korean materials systemically, enhance qualification of the experts managing them, and solve the local variation problem through building a local connecting managing-system.
