This paper reviews the emergence of urban consolidation policy in Australia and investigates the impact of higher living density on housing affordability in five major metropolitan areas using a panel survey of Household, Income and Labour Dynamics in Australia (HILDA) from 2001 to 2011. Urban consolidation achieved by increasing dwelling density has been adopted to alleviate urban sprawl and improve housing affordability in the Australian metropolitan areas of Sydney, Melbourne and Brisbane. Few studies, however, examine the impact of increasing living density on housing affordability over time. This study investigates the housing mobility patterns of individual households which move to houses of different dwelling type, tenure, size and rent over time. The result of this study shows that the movers from low to higher-density dwellings are more likely to face increased weekly rents compared to other mobility groups moving to lower-density or similar-density dwellings. We also found increasing density is negatively associated with housing affordability while it increases rental stress. However, density changes do not affect changes in living costs.
This study reveals that urban consolidation in Australia does not significantly improve overall housing affordability nor does it alleviate rental stress.
