The research aims at inventorying the changes of cadastral surveying system initiated by the decision of the Constitutional Court in May 2002 and focuses on studying the transition model that organizes the predictable future changes of cadastral system.The transition model of the cadastral system enforced by the opening of cadastral survey market can be divided into 'short-term model' and 'prosperity model'. The short-term model is identified as the most optimal, which encompasses to partially open the cadastral survey market, to change the characteristics of Korea Cadastral Survey Corporation to a legal person of special status, and to allow private cadastral surveyors to perform cadastral surveying.The prosperity model involves to enlarge cadastral survey market, to establish "Korean Association of Cadastre(tentative name)", to develop value added cadastral services, and to drive a land investigation project with the cooperation between the ministries and authorities concerned.The transitional directions of the cadastral system are firstly, the compromise and cooperation between cadastre-related fields, secondly the policy development to raise manpower responsible for leading future cadastral system, and thirdly the establishment of new structure of the cadastral surveying market that presently shows its limitation.The research has been performed with considerable restriction because it is a short period after the new system was launched. Therefore, future researches are needed with sufficient data and material, moreover, the efforts of cadastral engineers are required to meet the demands of the times for the stable and precise operation of the cadastral system.
