The purposes of this study are two-folds under the condition that apartment-type factories make an important role in establishing the regional innovative clusters. First, the study analyzes the major elements for constructing the apartment-type factories within self-sustained sites in new town. Secondly, it reveals the transition of elements by comparing previous similar studies.On the basis of the empirical studies of the Osan New Town based on the factor analyses, among several elements it is found out that the elements associated with innovation and technology-development have the first priority in activating the agglomeration of the apartment-type factories. Those associated with low lot price and the accessibility to the infrastructure are regarded as the second priority. Secondly, this study emphasizes that the elements of innovation and technology-development are considered to be more important compared to the previous studies. Finally, venture companies prefer elements with the technology-development to those with low land price and accessibility which the urban manufacturing companies choose for the first priority.To sum up, it maintained that the facilities supporting technology-development of apartment-type factories are the most fundamental elements in order to activate self-sustained sites within new town.
