The purpose of this paper is to analyze the major facilities for constructing the regional innovation cluster outside metropolitan regions where the innovative environment is poor. On the basis of the empirical analysis of the City of Hwasung utilizing the ANOVA statistical analyses, it is found out that the facility associated with research and technology-development has the first priority for the regional innovation cluster. That associated with logistics and distribution is selected for the second priority. On the other hand, the cooperative network facilities are not as significant as those two facilities, In addition, companies which want to move to a planned industrial site prefer the logistics and distribution facilities to research and technology-development facilities, which is different from the results of the previous empirical research which focused on the region where the innovation environment is much more matured.
Finally, it is maintained that the facilities supporting the regional innovation cluster depend on the level of innovative environment of the individual region. In other words, more innovatively matured region requires cooperative network elements and less region does logistics and distribution as well as research and development elements.
