This study attempts to establish the concept of the local memory by the reflection and examination on the Jedwabne pogrom which committed in July 10, 1941 in Poland.『The Neighbors』by Jan Gross discusses the memory of the Jedwabne massacre by the reference mainly on the memory of descendants and records of testimony of the jews. The memory, however, conflicted with the memory of Poland which has based their identity on the heroic people who resisted to the Nazi and communist U.S.S.R in World War II. As a result, the memory of Jedwabne cracked not only the inner of the local memory but also the officially recognized national memory. The Polish memory in the local were splitted and the national memory also made a fissure through the acknowledgement of Polish fault by the Institute of National Memory(IPN) and the opposition of conservative mass media and politicians. The inner fissure was made by the confliction between the local and the official national memory, and this resulted in the wavelike ascended effects, in reverse, led to a crack and self-reflection on the national memory. In that the national memory of Poland was also based on the ethical self-consciousness of considering themselves as victims, the local memory was sometimes suspensive in collision with the national memory and official history even though the local memory would be converged into the national collective memory resulted in a conglomerate of myth and history, starting from the individual memory. In this circumstance, what kinds of methods can be possible for the local memory to perform the independent identity and to secure its justification? First, to insure the concrete truth of the primary memory of the event. Second, to promote continually the vision of universal morals transcending the national ethics. The fallacy of the Jan Gross ‘writing in the victims’ number and the possibility of the witnesses, and the unbalanced memory of Polish based solely on ethics as victims of the Nazi and Stalinism finally made the Jedwabne jews as the victims and morals accidental and occasional. In consequence, the purifying program of the local memory which attempted reconciliation and truth is staggering and has not taken the initiative in suppressing the national memory. Hence, the introspective reflection on the past has been disturbed by the deprived initiative in the national memory. Restless trembling of the local and national memory, this is the present situation of the politics of memory surrounding the Jedwabne massacre. For the time being, the local memory tends to be converged into the national memory, sometime, however, when the Polish history can be examined beyond the national boundary it can suggest colorful prospects.
