The system of Ju Seo was succeeded the office of Dang Hu within a central organization of Koryo in the early of Choson Dynasty. It became established in process of improving the system of Seung Jeong Won in the 5th year of Tae Jong. It was held ‘a clerk writing a separate note’ and an officer of Chun Chu at the same time in aspects of the title, rank, quorum, and function in the 26th year of Se Jong. So it was institutionalized that “Ju Seo was the officer ranking No.7 Jeong Pum in the offical hierarchy, the quorum of the office was two men, and the officers wrote《The Diary of Seung Jeong Won》and ‘a separate note’”. Most of Ju Seo were descendants of wel-known family, and passed the civil service examination. They were promoted to high-ranking officers. A half of Ju Seo, or more were held ‘the upright and important office’, and then the office of Dang Sang in a short period.The officers of Ju Seo conveyed a command of the king, attended to government affairs, made a round of inspection of the royal palace, and took care of prisoners. That is, they took actively part in political affairs. They were connected directly with the function of Seung Jeong Won. When Seung Jeong Won was powerful, they were preferentially received, and took an active role. But when Seung Jeong Won became weakened, they also got feeble in the same way.To sum up, the officers of Ju Seo were promoted to high-ranking officers on the basis of a reputation of the family, functions of the office, and confidence of the king. They were held ‘the upright and important office’, and then were promoted to the officer of Dang Sang in a short period. Therefore, they enjoyed a predominating position, ranking No.7 Jeong Pum in the official hierarchy.
