This paper is written to find key factors for the failure of South Korean military's recent defense reform initiatives such as 'Defense Reform 2020.' For this purpose, it analyzes the initiatives using two elements such as threat perception and budget feasibility and recommends a few policy alternatives for the South Korean military. As a result, this paper found that there was serious discrepancies between the plans and the realities in South Korean deform reform initiatives. South Korean military did not include the North Korean nuclear threat as the basis for its reform plans and assumed too much budget available during the reform period based on optimistic growth in the national economy. Therefore, the defense reform plans for all administrations failed to strengthen its nuclear preparedness and to execute necessary acquisition projects in a timely manner. South Korean military should reflect on the errors in its previous defense reform initiatives and change previous approaches in a fundamental way. It should change it's a current flexible planning mode into a fixed planning mode by pre-deciding the detailed road maps and available budgets for the reform. It should concentrate all efforts to achieve necessary preparations against North Korean nuclear threat, which should be the number one priority for the concentration. It should strengthen its division of labor with the U.S. military in terms of nuclear preparedness in order to minimize its investment by taking advantage of the U.S. forces' capabilities.
