Although the government's R&D budget has been steadily increasing, there is much debate about the policy effectiveness of promoting SME innovation activities. Therefore, analyzed how the government's R&D subsidy affects SME R&D investment. The results of this study show that the effect of promoting SME R&D investment was found both in the high-tech and the mid & low-tech industries. Also, in the case of high-tech industry, government R&D subsidy support was found to promote SME investment in all quantile irrespective of R&D investment level. However, in the middle & low tech industries, while the R&D investment was promoted in firms with investment level of less than 50%, the significant policy effects were not found with the top 70% companies that make lots of own R&D investment. This result suggests that policymakers should take into consideration the technology level of support targets and firm's R&D investment capacity in implementing the R&D support policy.

정부 R&D 예산은 지속적으로 증가하고 있지만, 기업 혁신활동 촉진에 대한 정책 효과에 대해서는 아직 많은 논쟁이 이루어지고 있다. 특히 정부의 R&D지원 정책 중에서도 보조금 지원이 기업 R&D 투자를 촉진 또는 대체하는가에 대해서는 아직 합의에 이루지 못하고 있는 실정이다. 따라서 본 연구에서는 정부 R&D 보조금 지원이 기업의 자체 R&D 투자에 어떠한 영향을 미치는지 분석을 실시하였다. 특히 기존 대부분의 연구들이 기업 기술수준과 R&D 투자역량에 대한 고려 없이 실시되었지만, 본 연구에서는 R&D 보조금 지원효과를 기업 기술수준과 자체 R&D 투자 정도를 고려하여 보다 면밀한 분석을 실시하였다. 연구수행을 위해 산업을 기술수준에 따라 첨단기술과 중저기술 산업으로 분류하고 회귀분석을 통해 지원효과를 검증하였다. 분석결과 첨단기술과 중저기술 산업 모두에서 정부 R&D 보조금이 기업의 자체 R&D 투자를 촉진하는 효과가 있는 것으로 나타났다. 또한 분위회귀분석을 활용하여 기업 자체 R&D투자 수준에 따른 지원효과를 기술수준 산업별로 비교 분석한 결과 첨단기술의 경우 기업 R&D 투자 수준과 무관하게 모든 분위에서 정부 R&D 보조금 지원이 자체 투자를 촉진하는 것으로 제시 되었다. 하지만 중저기술 산업의 경우 자체 R&D투자 수준이 50% 이하인 기업에서는 R&D 투자를 촉진하였지만, 자체 R&D투자를 많이 하는 상위 70% 이상 기업에서는 유의미한 정책효과가 나타나지 않았다. 이러한 연구결과는 정책입안자에게 R&D 지원 정책 추진에 있어서 지원 대상의 기술수준에 따른 산업과 자체 R&D투자 역량이 고려되어야 한다는 시사점을 제시하고 있다.
