Radio spectrum already became valuable resource indispensable to both human daily life and development of new broadcasting and telecommunication services. It resulted from rapid development of radio communication and broadcasting technology, spread of convergence services, and the advent of ubiquitous society. These changes of spectrum management environment encouraged many scholars to study theoretical models to address the efficient use of limited spectrum resource, and also policy makers to develop spectrum policies to deal with their own situation in various leading countries. This paper first outlines three basic models of radio spectrum management, such as command & control model, market based model, and common access model, as well as their applications to policies. It also covers our mid- and long-term radio spectrum policy including the relocation of radio spectrum, introduction of market based allocation system, and relaxation of prior regulation of spectrum use. Before doing so, it observes and analyzes major changes of radio policy environment and draws the implications from foreign policy cases to cope with such changes.
