The purpose of this study is to design group counseling program to enhance communication skills for working parents and their children in early elementary school, and to verify the effectiveness of designed program. The process of program development was done in five steps of systematic counseling program development model(Park, 1995). In the research step, various previous studies were investigated and research of demand was conducted with 63 students. In the analysis step, objectives of programs, session-specific goals, and the number of sessions were determined based on the results of the investigation phase. In the design and development step, activities were made based on the objectives and goals, and they were modified and supplemented through the consultation process by experts and practitioners, and finally final program was developed. In the application phase, 28 people(14 parents 14 students) in Ulsan Metropolitan City were placed and treated in the experimental group 14 parents-students and in the control group 14 parents-students. They were conducted Parent-Adolescent Communication Inventory Test before and after the program, and it was analyzed by independent t-test and paired t-test. Results of the analysis, changes in communication skills of the experimental group was significantly different from the control group. Therefore, group counseling program for enhancing communication skills of working parents-children in this study showed that group counseling program has a positive impact on improving the ability of communication skills for working parents and their children
