The purpose of this study is to analyze reading speed with reading fluency, accuracy, and comprehension in elementary school students' English reading fluency. To do this, this research examines 6th grade students in Busan by adapting the DIBELS(The Dynamic Indicators of Basic Early Literacy Skills)program, which is a set of procedures and measures for assessing the acquisition of early literacy skills. The DIBELS program's procedures are designed to be short fluency measures used to regularly monitor the development of early literacy and early reading skills. The results finds that reading speed and accuracy, retelling, and comprehension have strong positive correlations in reading. Also, the results suggest how to improve effectively English reading proficiency. The educational implications were discussed in the context of the educational policy making process and reading development for Korean elementary school students
