An instrument was developed here to evaluate inquiry activities shown in some web-based cyber laboratories. This instrument could be used to analyze web-based inquiry activities qualitatively in three dimensions: ten inquiry skills, five inquiry contexts, and three types of interactions. Components in each dimension, except for the inquiry contexts, can be evaluated hierarchically by six levels based on its difficulty and complexity. 757 activities in the 16 cyber laboratories with biology contents which had been awarded at 2001/2002 Instructional Materials Development Fair for teachers help by Korea Education and Research Information Service(KERIS) were analyzed by this instrument to determine its applicability. Most activities in the biology cyber laboratories required the lower ability of the components in the inquiry skills such as observation and measurement. They also contained activities needed for the lower levels of each component in the inquiry skills. Many biology cyber laboratories analyzed were not set up with the consideration of the real life context but with the scientific context. Almost all activities showed that the learners are able to make interaction with the cyber laboratories of all three types of the interactions. It would be necessary for the learners to have more opportunities of interactions with the instructors and the companions in the future. It is considered as a very useful instrument for identifying various characteristics of many cyber laboratories regarding inquiry skills.
