The purpose of this study is to provide some guidelines to develop a blended model of the after-school English class assisted by college students which has been implemented by Metropolitan Office of Education since 2005, but needs to be improved. To accomplish the objective, the study performed an action research to gather basic data for the improvement of the program by carrying out a survey pre-service and in-service teachers with respect to the participants’ views, perceptions and evaluations of overall effectiveness of the after-school English program as well as the investigation of current states of the program. Major findings of the study are as follows. First, the usefulness and effectiveness of the after-school English program assisted by college students were verified by positive evaluations of the participants. Second, some problems are identified with respect to the program implementation and operations such as the number of students in a class, the length of class time, class frequency per week, the practicum time adjustment between pre-service English teachers and pre-practicum training schools and lack of teaching materials. Third, the examination of the open-ended questionnaire reveals that new solutions need to be sought to ensure the program improvement. Based on the findings, a blended model of after-school English program assisted by college students is suggested for the optimal result of the program and some pedagogical suggestions are made for the future educational effect evaluation of the blended model.
