As an effort to maximize the reliability of automatic speech recognition (ASR) technology for computer-based oral proficiency interview (COPI), the present study is designed to explore the applicability of ASR-based COPI for measuring temporal-based fluency as well as segmental-based accuracy of pronunciation. Employing English major college students to take a ASR-based COPI with valid test methods, the current study attempts to accomplish two research goals. The first is to investigate the extent to which ASR technology produces measurements of fluency as reliably as native speaking raters; the second to identify the degree of weights among the salient components of fluency as perceived by native speaking raters. The research findings reveal that, with valid test methods, ASR-based COPI can produce reliable measurements of oral proficiency in terms of fluency as well as accuracy of pronunciation. They also suggest that the rate of speech among temporal variables constituting fluency merits our serious attention as one of the salient components of non-native speakers' oral proficiency.
