Since 2004, the IT839 Strategy by the Ministry of Information and Communication has influenced English learning methods in various ways. Learning methods with ICT based on the 7th Educational Policy are now facing the transitional stage from web-based learning using stand-alone computers and wired networks to a new style of ubiquitous learning with hand-held devices and wireless networks. English learning models developed by the 7th Educational Policy founded on constructionism are needed in order to make the adaptation to ubiquitous computing and, in this manner, reinforce themselves with the more seamless learning process of anytime and anywhere. The purpose of this article is to offer a ubiquitous English learning model and to show how to apply it to actual English learning. This article extracts essential characteristics of language learning from various constructivist learning theories and approaches, and it selects useful elements for language learning among special features of ubiquitous computing proposed by several scholars. It proposes a new ubiquitous English learning model through an combination of attributes of language learning with features of ubiquitous computing, and finally presents its effective application in actual English learning by utilizing the wireless PPC, one of many ubiquitous-oriented mobile devices.
