This study attempted to investigate the effects of the use of voice bulletin board on elementary school children's English speaking skills and affective domains. The participants of this study were 9 fourth graders who were classified into three groups depending on their level of English speaking abilities. They were supposed to practice and record their English speaking in voice bulletin board at home with reference to English dialogues given by the teacher or materials selected by themselves or via improvisation. The data for the study included preliminary questionnaire, children's learning journals, teaching journals, interview, and children' recorded voices in the bulletin board and transcripts of them. The analysis of the data showed that while the upper and middle level children actively participated in the speaking task activities using voice bulletin board and showed increase in motivation, interest, confidence, and English speaking skills, the lower level children hardly used voice bulletin board mainly due to their lack of interest and confidence in English. It was also revealed that the upper and middle level children tended to record English speaking based on materials selected by themselves rather than given dialogues, and they sometimes recorded improvised English discourse showing creative English speaking abilities, which seemed to proving voice bulletin board to be a potential tool for developing English speaking skills. Finally, based on the findings, some suggestions were made for effective ways of providing all levels of children opportunities to practice English speaking outside of the classroom using voice bulletin board.
