This study aims to study the mid - to long - term development plan for the emergency response for the overcoming of Han Han Roung and the establishment of the healthy ecosystem after the Han Han Roung. As a research method, we analyzed the major issues and problems of Korean performance tour through the present status of foreign tourists by nationality and travel type from 2011 to 2016. We also conducted in-depth interviews with experts in quantitative research. SWOT analysis was conducted based on literature references and interviews. As a result, emergency response and mid- to long-term development plans were suggested. Strategic countermeasures include employment stabilization, replacement market development, stimulating FIT, and strengthening the domestic market. In this paper, although Han Han Roung has caused enormous damage to the performance tourism industry, it has provided an opportunity for the search for change as shown in the study results, and it is an opportunity to improve the constitution of the performance tourism industry.
