This paper is aimed at explaining cross-national and time-series variations in voter turnout of European Parliamentary elections. By doing so, this paper tries to examine whether or not European voters participate in European Parliamentary (EP) elections in the same way as they have done in national elections. As explanatory ones, this paper takes into consideration those variables such as turnout rates in national election, compulsory voting, plurality system, the status (or influence) of European Parliament, and turnout rates in the previous EP elections. The panel analysis, which employs OLS regression models using panel-corrected estimator of standard errors, reveals that such variables as compulsory voting and turnout rates in the previous EP elections exerts statistically very significant influence on turnout rates in the EP elections. The result that a coefficient on the variable of the turnout rates in the previous EP elections is smaller than 1 tells us that the turnout rates in the EP elections are likely to decrease gradually. The result also shows that one of the best solution to handle the problem of the decreasing turnout rates in the EP elections can be an introduction of compulsory voting system to those countries which have not brought compulsory voting system in operation yet.
