The purpose of this study was to develop programs for the implementation of systematic education for sustainable development(ESD) based on the sustainable development goals(SDGs) that were raised to follow millennium development goals(MDGs) in order to spread ESD in the school fields. The program developed a ESD for the 5 grade and the 6 grade of elementary school and high school students, focusing on topics 1 through 4 areas out of 17 SDGs, and applied them to elementary and high school students. For this, based on the analysis of previous research for domestic and overseas sustainable development education and curriculum, the subjects of SDGs 1~4 area were extracted and the eight programs were developed, four kinds for elementary school students in the grade 5 to 6 and four kinds for high school students. The program consisted of contextual understanding, curriculum analysis, outline of class, teaching method by each hour, activity guide of class by class, evaluation of each class, and classroom aid materials to improve field suitability. In order to verify the effectiveness of the revised program through expert review, 25 students in elementary school and 29 students from the 1st to 3rd grade high school were applied for 4 weeks of 8th class through one-group pretest-posttest design. The questionnaire used for the analysis of program effects consisted of Education about Sustainable Development(SD) general area(8 items), social area(4 items), environmental area(4 items), economic area(4 items) and SDGs 1 to 4 area(8 items). As a result of the questionnaire analysis, there was a statistically significant result for students who participated in the program on the basic understanding of SD and capacity building for environmental, economic and social areas of ESD and changes to SDGs 1~4 area. Therefore, it seems that the program developed in this study can be used in curriculum, creative experiential activities, and after-school activities to spread the education of sustainable development in the school field. And, based on this study, it is expected that further research should be conducted to develop programs linked to 17 SDGs that are appropriate for the student's level considering the school class and the grade so that the education for sustainable development should be spread in the school education field.
