Changes in the Central Asian Political Culture:Focusing on Changes of Political InstitutionPark, Sang-NamHansin UniversitySince the Central Asia obtained their independences, shifts이 논문은 년도 정부 교육인적자원부 의 재원으로 한국학술진흥재단* 203 ( )의 지원을 받아 수행된 연구임(KRF-203-05-B01).한신대 국제관계학부 *26 중동연구 제 권 호26 1and continuity in the political cultural tradition(nomadic andIslamic elements etc.) have ben observed throughout heinstitutional and systemic transition and economic develo pment.Especialy, changes of political acts and behaviors of poli ticalsubject resulted from the stablishment of new politicalinstitution and socio-economic system helps us to understa ndthe political mechanism exercised within the Central Asianpolitics. Furthermore, from the view of the co-relation betwendemocracy and economic development, which the laterincreases publics' demands and this consequently promotesdemocracy, it is meaningful to take a lok at Kazakhstan's rapideconomic development atributed by the incredible amount o f oilmoney. It should be stresed that he political dynamic in th eCentral Asian presidential system is betwen the"president(including political parties and parliament)" and theinvisible, albeit influential, "regional political power", notbetwen the "president" and the "pro-governmentalparliament". In the Central Asian politics, clans, regional elitesand economic magnates consisting of tribal unions and regio nalpolitical powers have controled the state leaders behind t hescenes. Therefore, the unique feature of maintaining balancebetwen the regional political power groups and the leadersdefines the Central Asian political behaviors of the subject inpower.
