This study is an assessment of the theories and practices of Soviet language policy. More specifically, this study reviews the changes of Soviet language policy and examines data related to the topic. Based on those reviews, the study proposes the followings: First, Soviet language policy should not be considered as a product of Soviet era, but as a historical product resulted from Imperial Russia. Second, invariance in Soviet language policy is pan-Russianism. Lenin's коренизация policy was later changed to Russification policy, which was based on pan-Russianism. Third, although it is true that Soviet language policy made a great impact on the language situation in former republics of USSR, it is only after 1980s that Russian acquired a status of superstratum in those republics. As it took more than two generations for Russian to become a super-stratum in Soviet space, it will take at least one generation for republics of former USSR to establish the status of their language as equal as Russian at least.
