This study is designed to find approaches to expand the military cooperation between the two Koreas, analysing the process, performance, and characteristics of inter-Koran military cooperation. Findings are as follows. First, political reconciliation and trust-building has been a precondition to the two Koreas' military cooperation. Second, South Korea took lead to promote the military cooperation by providing economic incentives to North Korea. Third, inter-Korean military cooperation is circumscribed to non-military arena. It centered on military measures for guaranteeing economic exchanges and cooperation. The two Koreas made little progress of military cooperation in military sector. Third, North Korea was passive and defensive, limiting military cooperation to non-military area. As a policy recommendation, the study suggests that both Koreas make efforts to expand scope of military cooperation, responding together to transnational threats such as natural disaster, pandemic, climate change, refugee, and so on.
