After the war on Iraq, the United States has accelerated the Global Posture Review (GPR) process and the relocation of the USFK (U.S. Forces, Korea) is a part of that policy. The current discussion of USFK relocation, driven by rapidly changing perceptions of threats to international security, should be considered a new development that transcends the traditional deterrence posture against North Korea the USFK relocation encompasses a changing view of future types of military conflicts on the Korean Peninsula, new concepts of the required military posture, and possible extension of the geographical and political scope of the ROK-U.S. alliance.The USFK relocation process will re-characterize the status and visions of the future alliance between the ROK and the Untied States, the outcome of which will be significantly affected by the ROK government's attitude and strategy. Hotly debated issues such as the ROK grant of the use of the Pyongtaek area for a relocated USFK and the ROK's undertaking the cost of moving the Yongsan bases concern only technical aspects of alliance transformation. The fundamental problem they now face is how to ensure a more qualified and upgraded defense posture that providesmutual trust and confidence.
