U.S. Forces has been stationed in Korea over 50 years and it will be there for the forseeable future. The environments surrounding the Korean Peninsula has forced for South Korea to host USFK on its soil. If the USFK is a constant in the Korean society, then it is more realistic and more imperative to find ways to resolute any conflicts between the USFK and Korean society and promote their cooperation rather than to discuss the validity of stationing the USFK in Korea. This paper focuses on the conflict and cooperation between the USFK and its hosting local communities. This paper suggests five directions and strategies as a guide toward the more harmonious relationship between the USFK and local communities. They are “new thinking on the USFK and inclusion of the USFK into the local governance system”, “expansion of social contacts between the USFK and local community”, “creation of mutually beneficial interest structures”, “construction and strengthening of organs and institutions specialized in the USFK matters”, and “revision of SOFA and legislation of new laws supporting the host communities”. This paper concludes that the real reconciliation and accommodation between the USFK and local communities can be obtained only after the two sides see each other with open mind and true partnership.
