The local party works system of the North Korea consists of intra-party works and administrative-economic works. Confronting the North Korea’s disaster in 1990s, this system has come into restructuring process. Intra-party works system began to weaken from bottom, however, at the same time the efforts to maintain this system’s functioning from above emerged. The local intra-party works system in 1990s was characterized by dual pattern of ‘weakening and restoring.’Political guidance on administrative-economic works in these times also weakened more than the past, and the main concerns of local party cadres were concentrated on not so much political achievement as economic achievement. That is, ‘economization of politics’ prevailed through the North Korea in 1990s. However, the efforts to prevent this phenomenon from above also was taking place and the principle of political guidance was emphasized and carried through to some degree in spite of disastrous situation. Like this, in administrative- economic works system, ‘economization of politics’ and the principle of political guidance on this system co-existed in 1990s. In sum, the local party works system in 1990s was in a transition period where continuity and change of established ways of interaction were intertwined. That is, the change from the passive adjustment from bottom co-existed with the continuity from the active maintenance efforts from above.
