The purpose of the study is to compare the written language norms education in Korea and foreign countries. To investigate the exact state of written language norms education in Korea, this study had focused to analyze the grammar curriculum and the national assessment of educational achievement. The written language norms were a relatively low percentage in the grammar curriculum, and it was only for elementary student. In case of the U.K., as announced the new English curriculum in 2014, spelling or orthography has to be occupied more than 20 percentages of grammar questions in the national assessment for elementary and middle school student. In France, there were orthography, vocabulary, and grammar questions in French national assessment. The Ministry of Education manages an item banking system for French national assessment to support student and teacher. Consequently, we have to rearrange the curriculum and assessment methods to enrich written language norms education for developing the ability of learners.
