At the early period of Ming, when Xuri exceeded the tax to collect, he was punished for it. But after the middle years of Ming, many farmers had been appointed to the Zhiyin(知印) or Chengchai(承差), which were a kind of low-ranking public official. This facts attest that the Ming Dynasty became in a financial difficulty. The Juanna involved many problems in the conditions that many officials had became more and more piled up. At the early of Ming, officials who had a good service record for three years at Bejing government offices had been promoted, but after the middle years a number of public officials could not had been advanced in spite of high service record. In these conditions, the Xuri who got through the Juanna had been exempted the Banshi(辦事) or the national examination, and been immediately appointed. After the Juanna, there happened the conflicts between the officials who had been selected through the test and the officials became through the Juanna. The officials selected through the examination proposed the prohibition of the Juanna because they deplored the facts that the Xuri who had became a official through the Juanna had been preferential treatment for promotion.
