After Tumu(土木) Incident, Ming Dynasty had began to enforce the Juanna System(捐納制) as military budget system which was to bestow public titles to the people as a token of virtuous subjects who had provided main staples and properties to the state.
The Juanna System had been used in that time so many different ways following each territorial circumstance, political and social environment.
Concretely, Jiangnan Territory(江南) in which commerce and wealth was very much prosperous sections had to be burdened at heavy ration. On the while, Henan Territory(河南) section had to be burdened the most heaviest taxes where was excepted from the many different invaders and so the section could be more prosperous than any others sections. And so, the authorities enforced heavier burden than Sichuan(四川), Guizhou(貴州), etc. where had been being plundered many invasion and social strifes.
The Juanna System had been founded to raise military and logistic budgets.
At the fourth year in the reign of Jingtai emperor(景宗), the Juanna System obtained its tax mainly more from through sea routes than from any other ones. At the reign of Yingzong emperor (英宗), the increase of cost of military spending because of the Mongols' invasion who conquered the Ordos(河套), and at Xianzong emperor(憲宗), the building process of frontier strategic zones and endless natural disasters, Buddhist and Taoist monks had to burden the systems' much more parts. And furthermore at Wuzong emperor(武宗), this system had been permeated such as trenches and castles rebuilding projects.
