On the meaning of the interest representative movement by the judicial middle rank official's organization(JMO) at the end of the German Empire
This article intends to illuminate the meaning of JMO movement at the end of the German Empire. During 19th century there had been many official's associations in germany. The followings were their common statutes: increasing mutual help, enhancing social relations. By 1890 new official's organizations sprouted up. The main concerns of the newcomers were job -concern interests. These attitudes were unknown among german officials. After the birth of German Empire, the number of the officials increased. Because of the financial problems, the authorities could not guaranteed their servants the privileges. It was impossible for them to keep on the lifestyles and dignities.
By 1890 german society was full of associations. Every association strove to enlarge one's own interests. Also the german officials followed the trends. The authorities tried to oppressed the official's organizations. But their endeavors were in vain. By then the so called main trait of the german officials(Untertan) was no more there. Some members of the associations thought of themselves as the employee of the state, not as the agents. Although they did not use strike, they copied many tactics of the trade - unions.
At that time the Reichstag was considered to be another core of the power. JMO tried to have influences on the Reichstag. At last nobody could not deny the fact that officials changed. Many officials were clearly conscious of the struggle between authorities and officials inevitable. What the organizations tried at the end of 19th century seemed to me that the transition of the german society to the mass society fell evenly.
