The interest in cooperative governance in security area is growing because the concept of security has extended in its content and range. The meaning of security is getting comprehensive including non-traditional threats such as economic crisis, human rights violations, terrors, environmental issues, maritime security, natural disaster, etc. The discussions on cooperative governance are heating up in East Asia, especially in Northeast Asia because this region has faced various security challenges for several decades. European case of multilateral security cooperation, especially OSCE (CSCE), provides a role model of cooperative governance in East Asia. The future efforts to build multilateral security cooperation system or CBMs should be comprehensive in its issue area and inclusive in its geographic range. Even though the multilateral cooperation system begins through bilateral efforts to build trusts and transparency, it should include more players around this region. The existence of neutral parties would precipitate the CBM process by mediating conflicting parties. The issues dealt with in the process should also be comprehensive, so that the negotiations can be facilitated by linking many different issues among the participating countries.
