This study intends to interpret France’s entry into ECSC(1951) by employing the neoclassical theory of international relations. First, this paper emphasizes the importance of the relative power distribution in the world politics after the Second World War. The bipolar system of the United States and the Soviet Union, the apparent rise of the United Kingdom and, au contraire, the relative decline of continental Europe brought about the idea of the integration of Europe and triggered the founding of the ECSC as the first step toward the federation of Europe. Second, domestic constraints are the key to translating the international system into the foundation of the ECSC. This paper pays special attention to two French political leaders, such as Jean Monnet and Robert Schuman who exercised leadership in France’s joining the ECSC and thus launching this organization. In analyzing their contributions to the creation of the ECSC, this paper investigates two domestic factors, including (1) the aforementioned elites’ perception of the distribution of power in international politics, and (2) their capacity to mobilize domestic resources in international situation. These two components, perception and capacity are essential for understanding the logic between the international system after the war and the foundation of the ECSC. The contribution of this paper is not limited to its departure from the normative liberal view and its realistic interpretation of European integration as an alternative. With its emphasis on real politics, this paper provides a guideline for discussing how political dynamics and conflicts among EU member countries will develop and even affect EU's taken-for-granted path to economic cooperation and potential superpower.
