The main purpose of this study was to examine the change process of Taekwondo game rules by considering the transitional process of Taekwondo protectors. Through the literature consideration, this study drew conclusions as follows. The official use of protectors in Taekwondo games was the trunk protector used in 1963. After The World Taekwondo imposed the mandatory use of head protector in official games on June 1st 1986 for the first time. The electronic protector was developed and introduced to secure the fairness of decisions at Taekwondo games. The development and changes of Taekwondo protectors have much influenced the qualitative improvement of Taekwondo such as protection of athletes, improvement of technical skills, and changes of game rules. As it was changed to games of direct hit and the hand skill-centered techniques were expanded to foot skills, the game techniques were improved, on top of securing lots of Taekwondo population as a participation sport and spectator sport. Also, the electronic protector which was introduced to establish the measures for securing the fairness of referees’ decisions to be remained as an official Olympic event, required techniques based on the accuracy, which was led to the increase of concise and quick attacks without ready movements. However, with the appearance of irregular foot skills only for scoring after the characteristic foot skills of Taekwondo disappeared, it got technically simplified. Due to the game operating method for scoring, the athletic performance of Taekwondo was declined, which became a main factor damaging the value of it as martial arts. For the fair and objective decisions in the future, it would be necessary to seek for techniques suitable for hitting of electronic protector, and methods of game operation and training.
