In the Republic of Korea, the importance of maritime safety has been increasing since the Sewol ferry accident(2014). In particular, various training and hands-on education are being conducted at schools and maritime-related organizations to promote the awareness of the maritime safety to the public, not limited to maritime-related workers. However, the curriculum for instructors for systematic training is mentioned only in the relevant research, and the study of the specific curriculum for them is not proceeding. Therefore, a survey of the domestic maritime safety promotion program and the similar overseas programs conducted for the public was conducted, and the basic training (IMO Model Course) of the STCW Convention and the basic safety training of the Seafarers’ Law were compared. Through this, a curriculum for the instructor-building training course that can be combined with theory and practice was developed and systematized through the four-year curriculum from 2014. Furthermore, surveys were conducted before and after the training and its effectiveness was verified. As a result of the survey, it was confirmed that their level of knowledge about marine safety increased. Through this study, it is expected that the process of developing and systemizing marine safety programs can be used as basic data on how to activate marine safety programs.
