This study analyzed the status of marine accidents, related laws, and fishermen training which are being implemented in Korea, to present the status and improvement plan of fishermen safety training. For comparison, I confirmed the status of fishermen training in England. According to the result of this study, the marine accidents of fishing vessels have doubled in the last five years, despite the government"s various policies to reduce marine accidents. In addition, although basic safety education, fishermen safety training, and fishing professional education are conducted, their effectiveness decrease due to the non-expert of educational contents and the lack of their distinction, and education needs improvements. In the UK, the training for fishermen includes not only basic safety education, but also compulsory ancillaries training according to the length of fishing vessels and the area of operation, and provides the opportunities of professional training needed for fishing vessels.
The result of this study shows that 90% of marine officers of Korean fishing vessels are not from designated educational institutions. Therefore, it is necessary to characterize the fishermen safety education currently carried out in Korea, and to develop and obligate education so as to provide the opportunities of professional maritime training. In addition, it is necessary to consider the mandatory completion of the agreement-related education in accordance with the entry into force of the STCW-F Convention.
